Florida Medicaid OTC Benefits 2027: Allowances by Plan and How to Order
Reviewed October 31, 2026. Florida Medicaid OTC benefits are monthly or quarterly allowances that Florida’s Statewide Medicaid Managed Care (SMMC) health plans give members for over-the-counter health items. They are “expanded benefits,” so the amount depends on your plan: Sunshine Health lists $25 a month per household, Humana Healthy Horizons lists $65 a quarter per household, and Aetna Better Health of Florida lists $65 a month per household.
Quick answer: Check which SMMC plan is on your Medicaid ID card, then order from that plan’s OTC catalog, usually through CVS, CenterWell Pharmacy or Medline. Most plans have only published 2026 catalogs so far, and Florida’s SMMC contracts run from 2025 to 2030, so expect similar benefits in 2027 unless your plan announces a change. Choice Counseling (1-877-711-3662) can help you compare plans.
Does Florida Medicaid cover OTC items?
Yes, in two ways:
- OTC allowance (expanded benefit). The Agency for Health Care Administration (AHCA) health plan contract lists “Over-The-Counter Medications and Supplies” as a general expanded benefit. AHCA says “all expanded benefits are in excess of benefits specified in the Medicaid State Plan” and, unless the contract says otherwise, “are not subject to prior authorization or copayment charges.”
- Pharmacy coverage with a prescription. AHCA’s prescribed drug services policy says Florida Medicaid reimburses “some over-the-counter medications with a valid prescription.” Check the Florida Medicaid Preferred Drug List or ask your pharmacist.
Florida Medicaid OTC benefits by plan

| Humana Healthy Horizons in Florida | “$65 per quarter per household allowance” (page updated October 1, 2026) | CenterWell Pharmacy order form: 800-526-1490 (TTY 711), mail or fax |
| Aetna Better Health of Florida | “$65 each month” per household for MMA and LTC members | CVS Health: shop in store or get home delivery |
| Molina Healthcare of Florida (SMMC) | $50 per household per month ($60 for pregnant members) | CVS OTC Health Solutions (Molina 2026 catalog) |

Some plan documents don’t agree with each other. Humana’s quarterly allowance page also says unused amounts “do not roll over to the next month,” and Molina’s website says per household while its catalog describes the allowance per member. UnitedHealthcare’s 2025 provider notice described a $65 monthly benefit, while its member page lists up to $25. When sources differ, the amount your plan confirms by phone is the one that applies.
Sunshine Health and Humana: the two largest OTC programs
Sunshine Health covers MMA and specialty plan members. Its 2026 catalog says orders are due by 11:59 p.m. Eastern on the last day of each period and “unused amounts will not carry over to the next benefit period.” For catalog items and balance steps, see our Sunshine Health OTC benefits guide.
Humana Healthy Horizons in Florida gives $65 a quarter per household through CenterWell Pharmacy. You can order by phone at 800-526-1490, by mail to P.O. Box 1197, Cincinnati, OH 45201-1197, or by fax at 888-778-8384. For other states, see Humana Medicaid OTC benefits.
How to use your Florida Medicaid OTC benefit
- Confirm your plan. Your SMMC plan is on your ID card. If you’re unsure whether you’re covered, see how to check your Florida Medicaid status.
- Get your plan’s current catalog. Plans post catalogs online or mail them on request.
- Order before the deadline. Most plans reset monthly (Humana quarterly) and don’t carry over unused money.
- Pick delivery or pickup. CVS-based plans let you shop at participating CVS stores, but not every store takes part.
Catalogs usually include pain and cold medicine, first aid supplies, vitamins, oral care and baby care items. See what you can get with an OTC card and our guide to CVS OTC benefits.
Can I switch Florida Medicaid plans for a bigger OTC allowance?
Florida Medicaid Choice Counseling says you can change plans within 120 days of your enrollment effective date or once a year during your open enrollment period. At other times you need a state-approved “for cause” reason. Call Choice Counseling at 1-877-711-3662 (TDD 1-866-467-4970), Monday to Thursday 8 a.m. to 8 p.m. and Friday 8 a.m. to 7 p.m., or use flmedicaidmanagedcare.com. Before you switch, make sure your doctors and dentist are in the new plan. Dental is a separate plan in Florida; see Liberty Dental or DentaQuest.
If you have Medicare and Florida Medicaid: 2027 dual plans
If you qualify for both programs, a Dual Eligible Special Needs Plan (D-SNP) may offer a much larger OTC credit. One 2027 example from the carrier’s own Summary of Benefits:
- UnitedHealthcare Preferred Dual Complete FL-QV4 (HMO D-SNP), H1045-012-000 (Broward and Miami-Dade): “$240 credit every month for over-the-counter (OTC) products and wellness support.” Healthy food and utility help are only for qualifying chronically ill members.
UnitedHealthcare says the credits “have expiration timeframes,” so check the plan’s Evidence of Coverage. Benefits vary by plan and county. You can compare 2027 plans during Medicare Open Enrollment, October 15 to December 7, 2026. For other carriers, see Wellcare OTC card and Humana OTC card.

Frequently asked questions
Does Florida Medicaid give you an OTC card?
Florida Medicaid itself doesn’t issue one, but SMMC health plans offer OTC allowances as expanded benefits. Most work through a catalog with phone, online or in-store ordering rather than a debit card.
Which Florida Medicaid plan has the best OTC benefit?
By the amounts plans list, Aetna Better Health of Florida ($65 a month per household) and Molina’s CMS Plan ($65 a month) are among the highest. The best plan for you also depends on your doctors, pharmacy and other benefits.
How much is the Sunshine Health OTC allowance?
Sunshine Health’s 2026 catalog lists $25 per household per month, ordered through CVS OTC Health Solutions. Unused money doesn’t carry over.
Does Florida Medicaid cover OTC medicine with a prescription?
AHCA says Florida Medicaid reimburses some OTC medications with a valid prescription. That is separate from your plan’s OTC allowance.
Will Florida Medicaid OTC benefits change in 2027?
The current SMMC contracts run from 2025 to 2030, and expanded benefits can be updated. No plan we checked had posted a 2027 OTC amount yet, so watch for a new catalog early in 2027.
For other states, see our Medicaid OTC benefits guide, Texas Medicaid OTC benefits and Georgia Medicaid OTC benefits. To apply for coverage that includes an OTC benefit, see how to apply for an OTC card with Medicaid.
