Does Target Accept OTC Cards? UCard, Humana, Aetna and Other Plans

Updated October 12, 2026

Reviewed October 12, 2026. Yes, Target accepts some OTC cards, but not all of them. UnitedHealthcare’s UCard has been accepted in Target stores since June 2026 for eligible OTC items and rewards, though not on Target.com. Other carriers, including Humana, Aetna, Wellcare and HealthSpring, don’t list Target as a participating store on their official OTC pages, so check your card’s store locator before you shop.

Quick answer: Your OTC card works at Target only if your health plan’s card program includes Target. If it does, you can buy eligible health items in the store and the register charges them to your allowance; anything not eligible needs another payment. Target also takes HSA, FSA and HRA cards, but those are different from Medicare Advantage OTC cards.

Does Target accept OTC cards? Carrier by carrier

Wellcare SpendablesNot confirmedNot confirmedWellcare says “participating retailers,” online or by phone
HealthSpring Flex cardNot listedNot listedHealthSpring names Walmart, Walgreens, Dollar General and CVS

“Not listed” means the carrier’s official pages don’t name Target. It doesn’t always mean the card will be declined, because store networks change. The store finder in your card’s app or website is the final word.

Can I use my UCard at Target?

Yes. A June 22, 2026 UnitedHealthcare notice said eligible members can use the UCard in Target stores for OTC+ credits and rewards, and that Target.com is excluded for now. UnitedHealthcare’s member pages list Target with Walmart, Walgreens and Dollar General among more than 70,000 participating stores.

The notice doesn’t say whether healthy food or utility credits work at Target, so ask UnitedHealthcare before you count on that. To shop online with your UCard, use UnitedHealthcare’s UCard Hub instead of Target.com.

How to use an OTC card at Target

  1. Confirm Target is in your network. Search your card’s store locator or app for your local Target.
  2. Check your balance. See how to check your OTC card balance.
  3. Pick eligible items. Most plans let you scan barcodes in the app to see if an item qualifies.
  4. Pay at the register. Swipe or insert the card. Eligible items come out of your allowance.
  5. Pay the rest another way. Have a second payment ready for items that aren’t covered or go over your balance.

Medicaid OTC cards at Target

Some Medicaid managed care plans also give members an OTC allowance as an extra benefit. These programs vary by state and plan, and most use their own catalog or vendor. Check your Medicaid plan’s member handbook or call member services before assuming Target takes the card.

What can you buy with an OTC card at Target?

Only items your plan approves. Typical OTC categories include pain relievers, cold and allergy medicine, vitamins, first aid supplies, dental care and incontinence supplies. Groceries, household goods and clothing aren’t covered by an OTC allowance. Some plans have a separate food allowance for members with qualifying chronic conditions; see Medicare OTC cards explained.

OTC cards vs. HSA and FSA cards at Target

Target’s payment help page says it accepts healthcare cards, including HRA, FSA and HSA cards, in stores and online. Those are accounts from an employer or a high-deductible health plan. A Medicare Advantage or Medicaid OTC card is a plan benefit with its own store list, so Target’s HSA/FSA policy doesn’t tell you whether your OTC card works.

Picking a 2027 plan with an OTC benefit

CMS’s 2027 rule says debit-card supplemental benefits must be limited to the plan year, so unused money doesn’t carry into the next year. If shopping at Target matters to you, check the store list along with the OTC amount when you compare plans during Open Enrollment, October 15 to December 7, 2026.
